You can configure this in Tools | IDE Options | Todo. The default pattern is
'\btodo\b.*', that's why it highlights the whole comment. Change it to
'\btodo\b' if you want only "TODO" word to be highlighted.

Unfortunately IDEA does not recognize JavaScript.

We used to search for to todo's everwhere, not only in comments. That's why
this feature used to work.
