At the risk of replying to myself constantly... I've found the difference.
If you type < followed by a tag name in the dropdown list followed by > it works fine. If you type < followed by a tag name not from the dropdown list followed by > the > will be ignored. One other related matter... Pressing > completes a tag (ie, it acts like a tab). This is okay when working to a DTD or schema file but when you're not validating against schema it usually gets in the way. For example if I start typing <p| the tag might complete to <person> when I really just wanted to type <p>. Hope this helps track these little issues down.
