Not here. But:

If there is at least one empty line in the block, than an empty line
is inserted before the "if", too. And if the block does not contain
any empty line, no line is inserted before the "if".

I could swear, it does not only happen with "if", but with other
surroundings, too, but I'm did not know, what caused the empty line
before the "try" (for instance).
