Please don't "fix" this; I much prefer the current behavior.  I often use
control-arrows to scroll the screen so I can quickly look at some text
in another method that is just off the top or bottom of the screen.
It's quite frustrating when that moves the cursor so I can't go back to
typing where I had been.
