Long time feature between Idea, FileWatcher2K.dll and windows. It seems most of the machines work OK - I work with win2k and haven't ever had any problem with this for example - but also, my projects don't work with anything on mapped drives. A (small?) percentage of machines don't like FileWatcher (or whatever) and regularly use 100% cpu - and mapped drives seem to make this bug manifest more often.
