Here's my keymap dir. My installed input locales are:
English (United States) English (Australian) with English (Australian) set as default. My keyboard is standard. I'm really not to sure what an international keyboard looks like to be honest. This exact keymap was working with older versions of Idea. All I do to reproduce the problem is try something like: ctrl-` followed by u (or any of the other keys that are bound to that combination).
