Ctrl-F10 (with or without shift) takes you up to the "Windows" menu (the
Move/Size/Minimize/Maximize menu).  Once you've pressed it you have to hit
Esc or click somewhere to abandon it.  (To verify this, try hitting Ctrl-F10
and then the down arrow).
