I have not tested 648 but in older I experienced builds 100% processor utilization when all paths (project, source, output) were on my network drive (NetWare do not know about NT). Not only it caused 100% utilization it also slowed our network considerably as it was sending enormous amount of data over. The problem can easily be fixed by adding any dummy path to you project/src/output which is on your local hard drive. In my case I use local HDD for my output directory. It makes builds much faster, does not clutter my network drive with class files and resolves utilization problem :-)
