I've opened a bug report on this (#3905 ), but I'd like to gather other
people's views on this to make sure I am not experiencing something isolated
to my specific configuration, or just losing my mind.

The issue at hand is what is supposed to happen when you indent code using
the tab key.  There are 4 ways to use the tab key to indent code

1.  place the cursor in front of a single line of code
2.  select an entire line of code
3.  select multiple lines of code
4.  placing cursor inside the middle of a line of code (helpful in lining up
parameters/attributes in html/xml)

I have my tab size setting set to 2.

I would expect in all cases that pressing the tab key indents the line/lines
two spaces (I have the setting of "use tab character" unchecked).

Instead, it only indents two spaces under condition #1 (placing the cursor
in front of a single line of code).  In the other three cases, it indents 4
spaces.

Forget for the moment the idea of getting this bug fixed.  I am simply
trying to get Jetbrains to acknowledge that this is indeed a bug.  The
current line of thinking is that "This is an intended behavior and I do not
see a bug here from this point of view."

Am I mistaken?  Am I misinterpreting their intention of tab size?  Is this a
problem not seen on other installations of IDEA.  I am using #648 under
Win2k with JDK 1.4.1.
