Hi Denis. We're using VSS with a UNC path (ie. an NT \\ style path) and it works fine.
The C$ share is typically only available to administrators. Also, shares with a $ in them don't show up when you browse the machine. You might want to try creating a share on \\wallaby for c:\atc\weblogic vss called VSS or something, which is available to all users (or all authenticated users), then set your VSS path to \\wallaby\VSS\srcsafe.ini in IDEA.
