This feature in the structure pane makes only sense, if it's unsorted.

Select a method and press the Up/Down key as often as you want, moves it 
up/down one "level".

This implies, that IDEA could handle (JavaDoc) comments that belong to the 
method (aka, that have no empty line to the method boundaries.
