This
does make it a little harder to type -- the cursor always seems to just past
the edge of the screen as I type.
Perhaps make the dialog (and comment field) bigger and have wrapping
turned on. Enter would still insert a newline.

It would be nice if the description field in
the CVS commit dialog word wrapped instead of just scrolling
horizontally.
