Nope thats not what i meant. 

It would only generate the stubs for methods that YOU SELECT, like right
clicking on the method name and selecting "create java doc stub", intelliJ
then creates the stub code, the developer then fills in the rest. This would
then be particularly useful for methods with large parameter lists.
