At least for VSS you would configure this functionality in the VSS system rather than in the editor.
off topic details: To enable this a VSS administrator would switch on the keyword functionality for java files and then what is needed is to add $History: $ in a comment (Typically the file header comment). VSS will add basically the data you asked for.
