We externalize (almost) all of the string constants in our code.  Usually,
this is after the code is tested quite heavily.  I am doing that right, now,
in fact. Such a feature would make this task MUCH quicker.

I earlier was working with VisualAge For Java, and they have a nice
plugin, which was searching through java file and presenting to user
table of string, which were found in this file, and user was able to
select, which strings should be extracted to property file. After that
tool was generating declaration of property file and replaced selected
strings with calls for getting string from property files.

May be I'am wrong, but I wasn't able to find analog for this
functionality in IDEA.

This feature can be considered, as a refactoring, which can be used
during internationalization of software.
