Hmm, well it seems somewhat of an arbitrary choice.

For example, most of my projects use CVS, where there are no read-only
files. Opening the door to this option also means there's an equally strong
argument for:

1) close all tabs for files outside of my project (eg, source files from the
JDK perhaps)
2) close all non source control modified files (everything in black)
3) close all non-java files (or even, close all files matching some regrexp
if you want to go overboard!)

My vote is for none of them!
