I would propose that instead of one "Code Layout" style which is Code
Style in the IDE options, that a given IDE could have at least two style
layouts (one for the Group Style and one for My Style).

I would use this to get around the dreaded code format wars.  I could
checkout code in the group's style and layout the code using my
preferred style. I would then happily code for a bit.  Then before
checking it back in re-format the source in the group style.  This would
keep everyone happy (and make merges less painful since all submitted
code is in one style).

The style to use to Layout would be chosen at the time you layout the
code with a sub-menu or maybe have one as a default and you change the
default layout in the IDE Options/Code Style area.
