When a menu is open, pressing the underlined shortcut char (with no alt or other modifier keys) should select the option. This is pretty much standard behavior in Windows and Linux. For example, pressing alt-r (Refactor) and then 'm' should result in the Move command. However, in IDEA, this would result in the letter 'm' inserted in the caret position (possibly invisible under the menu).
