in my opinion, global settings and license files should be kept in the user's home directory. That should facilitate the installation on UNIX and Multi-User-Configured WindowsNT machines where a user might not have write permissions for the IDEA_HOME directory. IMHO the UNIX-convention of hiding a file or directory by preceding it's name with a dot should work fine on most up-to-date OSes.
