Unless I'm not understanding you, this functionality is already provided in the context menu of the source editor. There is a CVS menu where you can commit, Find Usages etc.
But adding the contents of this menu to the tab menu would confuse matters in my opinion, the context menu of the tab's should be limited to the operations that can be performed on the tab... a few pixels south is all you need to move for the other options :) > Alternatively (or additionally) a button to locate the current file > in the project tree would be good.
