Before submitting a request or report, however, be sure to do some searches
to make sure it hasn't already been submitted (i'm not sure, but i believe
both of the suggestions you mentioned already exist and have votes).

You might look in to creating an External Tool to use Jalopy with IDEA.
I've never tried it, but i think others have with some success.

My reference in this case is Jalopy which is a great tool for formatting
code. Perhaps you can have the guys to develop a plugin for Idea :).
