This bug has been driving me insane lately, I'm amazed nobody else has mentioned it!
>From a fresh IDEA installation, the first thing i try to do is create my own keymap. So, I go to the keymap tab, and choose 'Copy', this will create a new unnamed keymap. Now no matter what sequence of actions I perform, the keymap never takes. When I dismiss the dialog, my new keymap has dissapeared. Often, just choosing 'apply' will make the keymap dissapear.
