Yes.  IDEA has several different models for similar concepts.  Think about
The following different models for handling defaults/templates:

1) New class/interface templates
2) Default Project Properties
3) <default> run config
4) "Set as default" option in JDK settings.

And note that Default project properties
already allows declaring a template for run configs.
