The name of the xml file corresponds to the name of the "Group" for the
external tool.  You can create as many groups as you like (I've got System,
VSS, ...) and IDEA creates a separate xml file for each in the config/tools
directory.

If you want to share your User.xml, just copy it into Pandora's config/tools
directory and restart IDEA.
