When you bring up Quick JavaDoc, the navigation bar at the top is missing until you press a link in the JavaDoc. This is OK for the navigation arrows, as you can't navigate anywhere at the beginning. However, it also means that you can't go to View External JavaDoc on this first page. This option should definitely be present.
