Open several files in the editor so that two (or more) tab lines are 
shown.
Clicking on a file that is in the top line changes the order of the tab 
lines -> the clicked tab line becomes the "top" line and goes to the 
"bottom "of the tab lines.

This is frowned upon in many usability studies.
I don't like it and it's one of the reasons I use the java/metal laf - 
it doesn't do this. A tab doesn't move around when it's clicked.

This can be difficult for Intellij to solve as it's hardwired into the 
windows look and feel.
