I can help you with item1 of your suggestions, kinda.
 
In the ide options dialog, under the imports section, you can group imports, and sort the groups. You cannot within a group, but grouping should be enough, shouldn't it?
 
On item 2, I can't help - other than to say that I've never had any versioning issues when copying my config files between versions.

I'm currently evaluating IDEA (and like it a lot so far) but have come up with the following enhancement suggestions:
 
1. Provide an option to sort the import statements (a minor nit - but makes it easier to find a given import)
2. Provide the ability to import/export project and IDE settings.  This is very important for establishing corporate-wide standards and getting newbies up to speed.  You can probably do this by copying the various .xml config files, but I'm not sure how version-sensitive they are.  An import/export feature should take care of all the config file version issues.
