There is a bug (or feature?) in JDK 1.3 that causes the default system locale to be set for every new window. In other words, when a new dialog opens and your system locale is Czech then the keyboard switches the language to Czech from English. This is very inconvenient for developers since we do not enter non-English characters by default in our IDE. Explicitly setting the default locale to Locale.US makes this not happen, but may influence other places where the international characters are entered.
