It's a pretty standard editor feature.  It's useful if you work in an organization that
limits your line-length...this way you can see what code doesn't comply and fix it.

If you think about it...if you had a feature to enforce line length limits, you 
wouldn't
need the visual indicator because IDEA would take care of it.  The only time you 
would _need_ the visual indicator is when the tool _does not_ enforce a line-length 
limit - you would have an indication of lines that need to be fixed.
