On a Windows 2K machine, I tried to map the next-Tab/prev-Tab functions to
Ctrl-Tab and Shift-Ctrl-Tab.

The UI lets you do this, but it doesn't seem to work.  It looks like the
Ctrl-Tab function is being intercepted by Windows and not passed on to
IntelliJ.  What happens is that the cursor moves around the open panes in
the (i.e. if you have anything "docked", it alternates between the docked
panes and the current editor window).

I'd really like to be able to map the Next/Previous Tab functions to
Ctrl-Tab/Ctrl-Shift-Tab, just because that's what I'm used to coming from
MSDev, and the Alt-Left/Alt-Right keystrokes aren't all that convenient for
a feature I use this much.

If there's just something I'm doing wrong, please let me know... otherwise
consider this a bug-report/feature-request :-)
