Actually, at least part of this functionality is planned (e.g. drag&drop for reordering editor tabs).
But please note that we don't list ABSOLUTELY ALL planned things on the site. The list would be simply unreadable then! We don't list features that are considered as very small things (even if they could be important for anybody) are just not listed. Bug fixes are also not included into the list.

Subject: [Eap-list] Ariadna features

I’ve just looked at the feature list for the next version of IDEA and I noticed immediately that there is no mention of changing the ordering of editor tabs or allowing the ordering to be customized. Is there any reason why this has been excluded? After the barrage of messages on that very subject I thought it would be addressed in the next release. I love all of the features that IDEA offers but this is one thing that I absolutely can’t stand about the editor. I frequently have 20+ files open at a time and having to search through them to find the file I need is a pain at best and a complete waste of time at worst. I may be the only one that would like some changes made to this but I don’t really think so.

Thanks for a great editor,

-=- Kevin
