This has been mentioned before. IntelliJ does it like this, it's not a bug.
Personally, I find this a good thing because it makes the code more
readable.

If I have the following:

        public ClassA
        {
                public final static String x = "";
        }

then if I edit within ClassA the code completion for the keyword "this."
doesn't include the static members.  The code completion for "ClassA." does.
