No, it uses the SourceSafe command-line client.  IntelliJ says Microsoft no
longer supports the SCC API.  Search the archives for in-depth discussion on
this topic.

Microsoft has an API called Source Code Control. Is this what IDEA uses for
its integration with Visual SourceSafe?

I ask because Perforce supports that API to connect to Visual C++, Visual
Basic, Together, VisualAge for Java and Visual Cafe. If IDEA uses that API,
then perhaps integrating IDEA and Perforce wouldn't be too hard.
