Hi Robert. Apparently Microsoft no longer support the API - the IDEA VSS integration uses the command line VSS tool (ss.exe) and the CVS integration is, well, integrated!
This has been discussed before on this list - sorry, I don't have a reference in the archives for you - but there are no plans to support the VC API.
