Hi Andrew! There are a bunch of tools that already do this, and many of them are open-source and quite handy. Why don't you just take one of those and make it into an external tool? There is one such tool at IBM Alphaworks (http://alphaworks.ibm.com/tech/DDbE) and also one connected to the excellent XSLT engine Saxon (http://saxon.sourceforge.net/dtdgen.html). Create the tool and share it!
