Can't seem to reproduce this now, but I'll report it anyway.

Build #607
Windows 2000
JDK 1.3.1

Shutdown IDEA while the "Messages" panel was visible. Restarted IDEA,
and it attempted to restore my desktop as I had left it. This included
the messages panel. However, the messages panel was not valid at the
point when I just started up. No compiles, validations, etc. had been
attempted, so the panel was not valid. IDEA showed the invalid (just a
gray area with no features) panel. It seems like IDEA shouldn't do this.
Especially considering the fact that this panel cannot be manually
brought up when in this state (Menu is disabled as is Alt-0 keyboard
shortcut).
