I just noticed something similar in the editor panes when I use CTRL-mouse
wheel. (I have line numbers turned on...)

What I see:
lines 10 through 68 are COMPLETELY visible and only a few pixels of line
69 show

I hit CTRL + WHEEL-MOUSE-SCROLL-DOWN (one click) and the screen scrolls down
one full screen so that line 69 is now the top line of my screen.

Now I hit CTRL + WHEEL-MOUSE-SCROLL-UP (one click) and the screen scrolls up
one full screen so that line 9 is now the top line of my screen.

Not a huge deal, but I can repeatedly scroll up and down and the file slowly
inches toward the top one line at a time.

How to reproduce:

1) Perform a Find Usages with a lot of resulting lines.

2) Resize the Find Usages to view only 3 lines.

3) Scroll down -> it scrolls for 4 lines (== more than the visible height)

4) Scroll up again -> it scrolls for 3 lines (!)

The most strange thing is, if I scroll down again (instead of step 4), it
only scrolls for 1 line.
