Well, it still looks kind of silly to have all the default window
"activators" to be assigned a numeric shortcut except that one... It
just doesn't seem to look or feel consistent, in my opinion. Why not
assign the Alt-9 by default?

You may assign some Alt-N shortcut to this window yourself (IDE Options
| Keymap). I think Alt-9 is free.
