No, it *almost* always does the right thing but sometimes it doesn't.
Try the following:
public class TestComments
{
// One comment
// Another comment
// in two lines
// A third comment
}
Press ctrl-w a few times in the middle comment. It goes from selecting
one line to selecting everything (six lines).
I'm not sure there's really a pattern, maybe this will work for you even
though it doesn't work for me...
