+1 for this mixed mode approach. Failing this I'd prefer to see a frame per project.
One little thing... If I can have a frame per project, can I have two frames with different views of a single project? This falls quite naturally out of Tomáš suggestion. If each frame can switch between projects within that frame, and you can create new frames within the same session, I should be able to have two frames on the same project.
