<!DOCTYPE html SYSTEM "dtds/xhtml1-transitional.dtd">
<!DOCTYPE html SYSTEM
"D:\Work\TestGround\Xhtml\xhtml1-transitional.dtd">
<!DOCTYPE html SYSTEM
"file:///D:/Work/TestGround/Xhtml/xhtml1-transitional.dtd">

(please note the 3 '/'s).
