There are three separate issues at work here that give erroneous 'blue'
files (this may help to remove some of the confusion):

1. When the file time is modified, but there is no actual change, CVS does
nothing (not even reset the date) which results in the file staying blue.
This is a CVS related issue. This is corrected by updating the file.

2. There is a BUG in Windows NT with daylight saving and the file system.
Instead of applying daylight saving according to the season in which the
file was saved, daylight saving is applied as if a file was saved today. In
effect, files may seem an hour older or newer depending on the day you look
at it. Microsoft treats this as a documented 'feature' and are unwilling to
correct it. It's been there for ages and there is little you can do about
it. Other networking OS'es and CVS handles the dates correctly, it's your
local saved files on the Windows file system that misbehave. Updating does
not help in this case. Only committing actual changes, or deleting the file
and getting a new one from the repository seems to help.

3. Idea sometimes forgets to update the color of a file. Sometimes the color
of a file in the editor tab and the project view seem contradict each other.
This is the kind of bug that gets fixed by closing and opening Idea and the
only one you guys can do something about.
