(this may be one cause of users thinking IDEA isn't changing the colour of
commited files...)

If I'm alternating between CVS View and editor panes as well as other
applications I get into the habbit of always using context menus for CVS
actions in the CVS View and always using Tools -> CVS for actions associated
with the editor pane.

If I happen not to notice that a filename's highlighted in CVS View, and I
see the winking cursor in the edit pane belonging to an uncommited file, I
do a commit and am quiet surprised to find the edit tab doesn't change from
blue to black. This is because I'm committing the wrong file, but I don't
realise that till I go to the CVS Console.

Could you either add the filename to the CVS commit pane, or, make it more
obvious when the editor does NOT have focus. Maybe dim the edit tab or
something?
