Used to happen to me with some brain dead browsers or proxies. Once the browser/proxy retrieved a partial file, it would be impossible to retrieve the full file.
Never managed to find who was the culprit, but fortunately the problem went away. Try reloading the page, a direct connection to intellij (bypassing the proxy), emptying your browser cache, ...?
