I was having the similar problem.  I could open http://myas400:2001/,
but got an error when selecting the Http Admin page.

It was resolved when I added the as400 to my Trusted Sites in Internet Explorer.

I believe I tried that after looking through the midrange.com mailing
list archives ... it was a suggestion to another http server problem.
