There is no Unistall program.

You may proceed as follow:

1- DLTLIB WEBSECURE
2- strpdm option 3 on QUSRSYS/QATMHINSTC.
If you added a new HTTP instance, remove (option 4) the related file member.
If you updated an existing HTTP instance, use option 5 to understand what 
the HTTP configuration file is;
then remove WEBSECURE directives from such HTTP configuration file.

This may seem rather difficult, but you better become familiar with such 
operations.
