QTMHHTTP is the user which runs the http server
job
QTMHHTP1 is the user which does all the dirty work (actually
runs the programs). You may need to increase the authority of this user or
use adopted authority in your programs.

Subject: [Easy400Group] Who's the user excuting my CGI programs?
I've got a problem of authority when executing my CGI program.
In that program, I clear a file using CLRPFM command.
In QEZJOBLOG, I can see that the user QTMHHTTP is not allowed to clear
the file. That's normal, I don't want QTMHHTTP has this authority.
I thought that specifying an AS/400 user in my httpd.conf file
(StartCGI line) would cause my CGI programs run with under that user.
It doesnt seem it works like that.
How can I configure my HTTP server to do that?
Thanks
