This is just a guess, but at least it is something. I've seen this sort of behavior when there is an error the Apache conf file. Now, if I am not mistaken, the errors that occur when reading the .conf file are not written to the job log. I know I found those error messages somewhere once, but I can't remember where now (sorry). Someone else may be able to help with that detail. I hope this helps.
