It's very last minute, and I wish I would've known a couple of hours
earlier, but I would say yes...
foss/2016a was merged into develop just a couple of hours ago, and since
it's not 'fixed' in a release yet, I'm willing to do the bump by means
of exception/last minute fix.

The Open MPI Team, representing a consortium of research, academic,
and industry partners, is pleased to announce the release of Open MPI
version 1.10.2.
v1.10.2 is primarily a bug fix release, but does include some API
upgrades to OSHMEM. All users are encouraged to upgrade to v1.10.2
when possible.
Version 1.10.2 can be downloaded from the main Open MPI web site or
