It seems that PyPI is not accessible on this system, maybe due to
proxy/firewall issues?
As an alternative, you can try the offline bootstrap procedure
documented at
http://easybuild.readthedocs.io/en/latest/Installation.html#offline-bootstrapping-using-supplied-source-tarballs
